SimCity 'Amusement Park Set' open for business | Joystiq

SimCity's "Amusement Park Set" is available now to fill up those tiny land plots with as many carnival rides and roller coasters as you can muster.

The DLC, which features several different amusements to generate cash, bring in tourists and boost the local economy, has a price of $10. The pack's cost is in line with the previously released British, German and French DLC building sets.

The DLC set follows last week's addition of the 4.0 update (v1.4 if we're being realistic) for the game. The patch introduces several fixes to SimCity, in addition to a new region and park.

Charles Ramsey says ?no burgers,? to Cleveland restaurants

Charles Ramsey says no to free burger offers from Cleveland area restaurants. Ramsey, who helped rescue three women imprisoned in Ariel Castro?s house for a decade, became an Internet sensation. But by saying no to free burgers he's moving to take control of his image and put the media's focus back on the tragedy.

Last month, Charles Ramsey put down his Big Mac, kicked down a door, and helped rescue Amanda Berry, Gina DeJesus, and Michelle Knight from a decade-long imprisonment in Ariel Castro?s home. His role in ending the Cleveland kidnapping case made him famous; his captivating interviews afterward made him a sensation.

And a lot of the attention given Mr. Ramsey has zeroed in on his frequent mention, in those interviews, of the lunch he was eating that day. Now, it seems, he?d like to correct that.

As Ramsey?s fame grew last month, and videos of his interviews went viral, burger restaurants big and small made moves to show their appreciation. McDonald?s tweeted ?Way to go, Charles Ramsey. We?ll be in touch,? and later offered Ramsey free McDonald?s for a year from Cleveland-area franchises. The owners of downtown Cleveland restaurants Pura Vida and Hodge?s, where Ramsey worked as a dishwasher, introduced the? ?Ramsey Burger? onto menus and conceived of a ?punch card? that would allow Ramsey free burgers. Dozens of other Cleveland eateries followed? suit, offering Ramsey a burger on the house whenever he?d like one.

But according to the Cleveland Plain Dealer, Ramsey has communicated through his lawyer that he doesn?t endorse the burgers being named after him, nor the free lunches. "I never told these people they could use my name for this," he said in a written statement issued through his law firm, Walker and Jocke.

Hodge?s and Pura Vida removed the Ramsey Burger from menus in response, and owner Scott Kuhn issued an apology.

"The Ramsey burger was named to honor an employee at a time he indicated he would be returning to his job at Hodge's,? his statement read. ??It was not developed to generate additional revenue for the restaurant -- nor has it. We are saddened to hear that Chuck did not take this -- or the offer of so many Cleveland restaurants to give him free meals -- in the spirit we intended."

Ramsey had even harsher words to say about an online video game produced in Taiwan that uses his likeness. In it, a ?Ramsey? avatar battles Mr. Castro by throwing hamburgers at him.

"I want everyone to know that I have nothing to do with this trash," his statement reads.

In lambasting the game and turning down free burgers, Ramsey is accomplishing two things. For one, he?s taking control of his image, by hiring a lawyer and sidestepping opportunities that make him appear to be getting a free lunch out of the harrowing ordeal of the three women imprisoned next door. His lawyer, Patricia Walker, told the Plain Dealer than Ramsey hired her in an effort to protect his intellectual property rights and gain control over his likeness and voice.

Second, Ramsey seems to be using the opportunity to direct attention to the crime and its victims, something he?s been fairly consistent about during the onslaught of media attention. In the days after the rescue, he made clear that any reward money should go toward helping Castro?s victims rebuild their lives. ??He is encouraging people to help the victims,? Walker told the Dealer.

And that message may be catching on. McDonald's, for one, made a $10,000 donation to the National Center for Missing and Exploited Children in the names of Ramsey, Berry, DeJesus, and Knight. No word on whether Ramsey will take the chain up on its free burger offer.?

International astronaut crew arrives at space station in record time

An international trio of astronauts has just become the newest residents of a space station in orbit after a record-setting trip.

Five hours and 40 minutes after a successful Soyuz rocket launch from the Baikonur Cosmodrome in Kazakhstan earlier today (May 28), Russian cosmonaut Fyodor Yurchikhin, NASA's Karen Nyberg and Luca Parmitano of the International Space Station?docked their Soyuz spacecraft at the orbiting laboratory at 10:10 p.m. EDT (0210 May 29 GMT). The new crew will remain on the space station for the next six months.

"I've never felt better in my life," Yurchikhin said just after the Soyuz docked at the station in record time while sailing high above the South Pacific.?[See Photos from the Launch and Docking]

You can watch live coverage of the hatch opening on SPACE.com via NASA TV starting at 11:30 p.m. EDT (0330 May 29 GMT), with hatch opening scheduled for 11:55 p.m. EDT (0355 May 29 GMT).

Fast track to space

Monday's same-day launch and docking was the second express flight to the International Space Station by an astronaut crew.

Unmanned cargo vessels have made this kind of trip many times before, but the one-day missions are a new method of flying for manned Soyuz capsules. Typically, it takes astronauts about two days to reach the space station, but this kind of flying only requires the capsule to orbit the Earth four times, shortening the amount of time the astronauts need to spend in the cramped spaceship.

The first Soyuz crew to fly to the station using this expedited technique will greet Nyberg, Parmitano and Yurchikhin once the capsule's hatch is opened tonight. The three newest space station residents will join NASA's Chris Cassidy and Russian cosmonauts Alexander Misurkin and Pavel Vinogradov to round out the Expedition 36 crew.

"[Your trip was] even faster than Pavel," a member of Mission Control in Russia joked with Yurchikhin after docking. The Russian Soyuz commander beat Vinogradov's time to the station by six minutes.

A special group

Parmitano, Nyberg and Yurchikhin are a diverse crew. Nyberg and Yurchikhin are veteran spaceflyers. In total, Yurchikhin has spent more than a year in orbit while Nyberg flew for two weeks in 2008 on the space shuttle Discovery.

Parmitano, meanwhile, is making his first trip into space. His expedition has been dubbed the "Volare" mission by ESA officials.

"Time to go! Thanks for your support and best wishes, see you from Cupola," Parmitano wrote on Twitter (@astro_luca) before launch, referring to the largest window on the space station.

Both Parmitano and Nyberg lead active lives via social media. Before launching into orbit Nyberg started tagging her posts with the hashtag #simplejoysonearth to bring the experiences she had with her family to the world before leaving for the space station.

"Sun, birds, smell of grass & fresh air; nice walk w/ family along 'Ave of Cosmonauts' #simplejoysonearth," Nyberg wrote on Twitter (@AstroKarenN) before launch. She plans to continue to use social media to share her life in orbit.

The new space station crew has a jam-packed mission ahead. Parmitano and Cassidy are scheduled to perform two spacewalks in July, and Misurkin and Yurchikhin will conduct three spacewalks during the course of their mission. It's also possible that the astronauts will get a chance to carry the Olympic torch onboard the orbiting laboratory.

Vinogradov, Misurkin and Cassidy are scheduled to fly back to Earth in September. Parmitano, Nyberg and Yurchikhin will remain on the station until November.

AMD unveils a pair of Opteron CPU's targeting microservers, Intel's Atom S chips

AMD might not be able to keep up (down?) with Intel in the CPU power consumption race, so it's taking another tack with the new Opteron X-series: horsepower. It just announced the Opteron X1150 and X2150 64-bit processors for microservers, part of the Jaguar-codenamed family of CPUs arriving in the next-gen Xbox One and Sony PS4 consoles. Thanks to its ultra-low power 6-watt Atom S1200 chips, Intel excels in the low-power server market, and at 9W and 11W respectively (minimum), AMD's CPUs consume considerably more juice. But AMD is pitching them as a better solution overall, thanks to those four cores (compared to two in the Atom), integrated AMD Radeon HD 8000 graphics on the X2150 model, support for 32GB of RAM and integrated SATA ports. AMD's chips are pricier, though, at $64 (X1150) or $99 (X2150) compared to $54 for Intel's Atom S1200 (all in quantities of 1,000). To top it off, Intel has new 64-bit Atom SoCs coming soon promising even lower power consumption -- possibly leaving AMD to play catch-up again.

LA stoplights synchronized but road war endures

(AP) ? It seems that the impossible has occurred: The nation's most congested city has become a model for traffic control.

Yes, gridlock still prevails and drivers' blood pressure still spikes as LA's traffic arteries seize up during every morning and afternoon rush hour.

Yet, with the flip of a switch earlier this year, Los Angeles became a worldwide leader by synchronizing all of its nearly 4,400 stoplights, making it the world's first major city to do so.

The result? Well, it can still be hell to cross the City of the Angels by car. Synchronization has allowed LA to boast of real improvements on paper, however, the average driver won't always be able to discern the difference of a project that took nearly 30 years to complete.

"To be honest with you, I haven't felt it, yet," said Jack Abramyam, who has been driving a cab across LA's mean streets for 20 years.

"Late at night, maybe, yes," Abramyam said as he sat outside his cab on a street in Chinatown recently, waiting for a fare. "But it was never really bad then anyway. During the day it was bad. And it's still bad."

The way synchronization works is simple enough: With all the signals synchronized, if you drive down a street at the posted speed limit you should be able to make every green light ? from one end of this sprawling city of 469 square miles to the other.

Of course there are any number of obstacles that can prevent that.

On a recent mid-afternoon test drive down eight miles of Wilshire Boulevard, for example, I was cut off by a bus, stuck behind more than one right-turner waiting for pedestrians to cross the intersecting street and at one point had my lane blocked by a delivery truck.

Approaching the world famous La Brea Tar Pits ? where prehistoric dinosaurs once got stuck in muck, not traffic ? so many people were waiting to turn left into a parking lot that the street became gridlocked for more than two blocks. The numerous synchronized green lights didn't wait for me. But why would they? With the posted speed limit 35 mph, I was only averaging 15.

Still, once the LA County Museum of Art, the high-rise apartments, the headquarters of porn publisher Larry Flynt and the various other Wilshire Boulevard landmarks were in the rear-view mirror, the pace did pick up. So much so that 11 green lights in a row suddenly materialized. That string ended on the edge of downtown, however, when Wilshire simply became clogged with too many cars. It was a non-rush hour jam that demonstrated that, good as synchronization may be, it isn't a magic, traffic-breaking bullet.

Los Angeles Department of Transportation officials agree.

As they stated in a recent report praising the benefits of synchronized signals, "No traffic signal system is capable of 'fixing traffic.'"

If more motor vehicles show up in the years ahead (and there are already more than 7.1 million of them registered in Los Angeles County, a number greater than that of most states), then officials say LA traffic jams will probably get worse.

That's why, said Clinton Quan, an engineering associate with the Department of Transportation, planners are continuing to push people to ride bicycles, take commuter rail lines and other public transportation and move close enough to work that they can walk there.

The city has added three light rail lines in the last seven years and has more planned. Officials also recently approved plans to allow high-rise apartment and condominium buildings along a corridor in Hollywood where a subway connecting the city's West Side to downtown is supposed to go.

In the meantime, Quan says, the synchronized signal program is putting up some pretty impressive numbers, even if the average driver isn't noticing them. It has reduced the drive time on several major LA corridors, for example, by about 12 percent.

In driver-speak, that means the trip across town that used to take you an hour has been reduced to about 53 minutes.

And that's nothing to shrug at, says Robert Puentes, a senior fellow with the Brookings Institution's metropolitan policy program, which studies among other things the impact of traffic on the quality of life in metropolitan areas.

Several other traffic-clogged cities are looking into instituting similar programs and New York already synchronizes some of its stoplights, said Puentes, who works in Washington, D.C., the ninth-worst traffic-clogged city in the country.

"If you can get a 12 percent reduction on, say, the Washington Beltway, that would be phenomenal," he said.

P&G brings back former CEO:?If the current chief executive officer isn't working out, why not bring back the former guy? Although it has a commanding presence in US households, P&G has struggled to grow sales in emerging markets overseas ? a strategy that Mr. Lafley himself initiated before he retired in 2009. The sudden leadership move may have more to do with morale than strategy. Known as a charismatic leader, Lafley told the Associated Press that he would continue the company's strategic course, which has reaped some results recently by cutting costs, introducing new products, and focusing on core developed markets as well as developing ones.

On Friday, the day after the announcement, P&G's stock jumped up 4 percent.

Jobless claims get back on track: Following an unexpected rise two weeks ago, the number of people applying for unemployment benefits dropped by 23,000 to 340,000 claims last week, according to the Labor Department. Continuing claims, meanwhile, fell to 2,912,000 from 3,024,000 from the week before, their lowest level since 2008. ?Continuing?claims?have been steadily improving in recent months and now stand 11.7% below year-ago levels,? Barclays Research economist Cooper Howes wrote in an e-mailed analysis. ?This week?s data cover the survey week for the May BLS employment report and, in our view, suggest that the separation side of the labor market has improved since April.?

Durable goods on the rise: According to the Commerce Department, orders for durable goods from manufacturers jumped by 3.3 percent ($7.15 billion) in April, far exceeding analysts? expectations. Most of that increase ($5.09 billion) was in orders for transportation equipment. Also, orders for vehicles increased 1.9 percent. Aircraft orders rebounded as well, by 26 percent. The only dim spot in the report was shipping of durable goods, down by 0.6 percent.

?We are probably in for another month or two of declining shipments during the spring,? Paul Edelstein, director of financial economics at IHSGlobal Insight, wrote via e-mail analysis. ?But if orders continue on their current pace, shipments should rebound in the summer. But clearly, the mini-boom in manufacturing over the previous two quarters is over, and the sector is settling into a softer growth trajectory that is more consistent with the overall economy.??

Bernanke goes to Congress: Federal Reserve chief Ben Bernanke testified before Congress?s Joint Economic Committee Wednesday. In wide-ranging remarks, he warned that withdrawing Fed stimulus too soon could stall economic recovery. The Fed chief pointed to fiscal policies as a drag on growth ? ?In particular the expiration of the payroll tax cut, the enactment of tax increases, the effects of the budget caps on discretionary spending, the onset of sequestration, and the declines in defense spending for overseas military operations are expected, collectively, to exert a substantial drag on the economy this year,? he said.

Totally agree.

Convicted Felons already can't find employment and yet we don't want them to commit crime again. The fact is, we all have to eat to live and desire a warm place to sleep. I don't understand why our Gov. (maybe our churches?) doesn't employ (road const. trash removal, state park improvements, etc etc) these people to provide them a way to move out of crime. And I am not a "Gov fixes things" person, far far from it. But seriously, it would be so much less expensive, to instill a work ethic, and provide a way back into society positively, then to house them again within the prison system, plus the myriad complications that crime imposes; emotionally upon it victims, with insurance rates, with destruction of families etc etc etc. We so often think that punishment is "always" the answer....if it was, the penal system would work, and we would be phasing out prisons instead of building more. (remember I said "always"....sometimes punishment is necessary). sigh....come Lord Jesus. It always comes back to WE NEED JESUS doesn't it.

Sarah Polley's documentary is a startling mixture of private memoir, public inquiry, and conjuring trick.

Polley was right to follow her instincts, though, in not attempting to tie everything up. She recognizes that family histories are necessarily contradictory, crazymaking, and essentially unfathomable.

What unfolds is a riveting drama that grows even more so as it plays out.

Don't be fooled by its deceptively simple title or the hesitant, unassuming way it begins. Writer-director Sarah Polley's "Stories We Tell" ends up an invigorating powerhouse of a personal documentary, adventurous and absolutely fascinating.

A brilliant, thought-provoking documentary.

A fascinating variant on the documentary form that examines what we see, and how we see it.

Eventually, the formalistic strictures of the documentary fall away and Polley - her entire family, really - is left facing the reality of the past as the cameras roll.

Polley imaginatively fills in the past through a hybrid of documentary and fiction [for] knowing relevance to oral history, testimonial evidence, and what makes a family.

What I can say is that the movie is dramatically compelling, journalistically fascinating, cinematically profound, and intellectually challenging.

Polley mines her own life to strip naked the essence of storytelling, and what it is about folklore that makes it so essential in shaping our perceptions about who we are and where we come from.

Stories We Tell starts out as a simple investigation into the life of a mother that director Sarah Polley barely knew and slowly turns into a documentary that is as good as any movie you will see this year.

Where Polley's work goes from mere family movie to something much greater is in how she uses her own quest for answers to illuminate why & how we tell stories in the first place, especially in the form of film.

Polley's compassion and curiosity again mark her as both a heartfelt and unforgiving filmmaker.

Suspenseful, unpredictable, mature, tender and funny. A triumph.

The movie is convincingly built around the essential truth that we are ultimately defined by our loved ones' memories and perceptions.

A genre-twisting documentary with a fictional vibe that playfully bares the elusive truths about a family of storytellers.

US parents quit Singapore inquest into son's death

SINGAPORE (AP) -- The parents of an American software engineer who believe their son was murdered last year in Singapore withdrew from the inquest Wednesday, saying they have no confidence in the city-state's legal process.

Shane Truman Todd's body was found in his Singapore apartment by his girlfriend last June 24, and police have said he killed himself. State counsel presented evidence of links to suicide websites on the 31-year-old's laptop and suicide letters written to his family members and loved ones.

But parents Rick and Mary Todd have said they consider the evidence fake. They told The Associated Press in March that they believe he may have been murdered over his research in the U.S. into material used to make heat-resistant semiconductors, a technology with both civilian and military applications. The Todds have received assistance in the case from U.S. senators and the FBI.

On Tuesday, a key witness in the ongoing inquest withdrew his initial claims that Todd was strangled. The state, meanwhile, introduced a witness who contradicts the parents' claim that their son was killed before June 23.

The parents, who traveled to Singapore from their home in Montana, issued a statement Wednesday saying they will no longer participate in the inquest and will return to the U.S.

"We have been told that the coroner's inquiry is not adversarial, rather it is a fact-finding mission with the sole purpose of getting to the truth," the statement said. "This has not been our experience. We no longer have confidence in the transparency in the findings of the system. It appears to us that the outcome has already been predetermined."

The parents, who had been expected to testify at the inquest, also have said the crime scene at their son's apartment was compromised, with key computer evidence mishandled. The FBI, however, has supported Singapore police claims that a hard drive found at Todd's apartment was handled by Singapore authorities who were checking for evidence, and not by an unknown person.

"We were looking forward to an honest and transparent court proceeding," the parents' statement said. "Sadly, this has not been the case. Therefore, we have decided that our presence in Singapore will have no bearing on the outcome of this case."

Singapore's government did not immediately comment on the parents' comments.

Gloria James-Civetta, a lawyer for the Todds, said the family would leave Singapore this week, but she would not comment on what their intentions were.

While Singapore authorities insist there was no evidence of foul play in Todd's death, the parents maintain he was murdered over his work researching semiconductor technology in a secretive project involving the Institute of Microelectronics and Chinese telecom giant Huawei.

Edward Harris Adelstein, a medical examiner based in Missouri who was engaged by the Todd family, withdrew key evidence Tuesday that Todd may have been strangled with a cord, saying he may have been killed by a taser followed by a deadly headlock. Adelstein said he had received new information from the family, including more autopsy photographs.

Testifying through a two-hour video call to the court, Adelstein engaged in heated debate with government lawyers over his speculation that "well-trained assassins" may have been involved in Todd's death. But when questioned by Deputy Senior State Counsel Isaac Tan, Adelstein said he had "no proof" for his claims on how Todd may have been killed.

Also on Tuesday, the court announced the introduction of a witness, Luis Alejandro Andia Montes, Todd's former colleague from the Institute of Microelectronics. Montes testified that he met Todd on the evening of June 23, the day before he was found dead, contradicting the parents' theory that their son was killed before June 23.

"He is claiming that my son was alive on the 23rd and we don't believe that," an emotional Mary Todd told reporters Tuesday.

Her husband added that the family had "lost faith in the process."

District Judge Chay Yuen Fatt said the inquest would continue with the remaining witnesses. The inquest's conclusions are final and cannot be appealed.

Depending on the location of your home or business and depending on whether you pay a subsidized or grandfathered flood insurance rate, what you owe has either already gone up or will be going up soon.

Oh, and your rate could either go up a little or an exorbitant amount.

Confused?

You?re not alone.

One thing that is clear is that many should be worried about the affordability of the rate increases, something that has both of Louisiana?s senators concerned.

The rate increases, of which some began in January, are tied to the Biggert-Waters Flood Insurance Reform Act of 2012, which was passed into law in last July as part of the larger Transportation Bill. It?s meant to make the National Flood Insurance Program (NFIP) sustainable in the face of increasingly expensive natural disasters.

The rates are slated to go up either 20 or 25 percent depending on whether the insurance is subsidized or grandfathered. According to an aide for Sen. Mary Landrieu D-La., a subsidized rate is one that covers a building built before the NFIP issued a flood rate map in the community where the property sits. A grandfathered rate, on the other hand, was granted to policies that were built to code based on a prior flood rate map after a new one was released.

Meanwhile, the Federal Emergency Management Agency is tasked with re-working flood maps, something that?s currently happening in the greater New Orleans area.

In other words, a home could see the double effect of having its flood insurance raise because of the Biggert-Waters Act and the FEMA flood mapping update. The 20 or 25 percent increase will be based on what the new flood map says rather than the old rate. If the property is found to be farther beneath the flood level than before, the rate will go up more than if it?s found to be above flood level.
Landrieu along with Sen. David Vitter R-La., are concerned the stabilization of the program could come out of the wallets of their constituents, some of whom can?t afford it.

And Tuesday, Landrieu submitted reform legislation to delay premium increases while also repealing provisions meant to keep home owners from including the subsidized rates in a sale.

Landrieu already has sponsored an amendment, which Vitter co-sponsored, that would have delayed the rate increase until the Federal Emergency Management Program finished an affordability study and the results studied.

That bill, however, didn?t make it after Sen. Pat Toomey R-Pa., objected to a vote on it.

As it stands the timeline remains.

  • Beginning this past January, second homes that were receiving subsidized insurance rates saw 25 percent increase from their base rate.
  • In October, businesses as well as those buildings deemed to be severe repetitive loss properties will see a 25 percent increase.
  • And beginning in October 2014, those properties whose rates are considered grandfathered will begin to rise 20 percent per year.

All of those rates will rise until they reach their full, true risk.

Additionally, prior rates won?t be transferred upon sale or lapse of policy; the rates will immediately rise to the full-risk amount.

This could make selling a house more difficult, certainly a worry for homeowners, a Landrieu aide said.

At issue, at least in part, is the FEMA maps aren?t taking into full account the local levees and protection systems because they?re not federally certified, another Landrieu staffer said.

Landrieu already has announced in the Senate plans to file more amendments to help fix what she believes is a problem with the way the NFIP currently exists. Landrieu has not released full details of what her plan would entail to take pressure off policyholders while also keeping the NFIP properly funded, though part of it includes FEMA including non-federal levees and protection systems in their mapping.

Ireland rejects blame for Apple's low tax rate

CORK/DUBLIN (Reuters) - Ireland said on Tuesday it was not to blame for Apple Inc's low global tax payments and had no special rate deal with the company after the U.S. Senate said it paid little or no tax on tens of billions of dollars in profits stashed in Irish subsidiaries.

The Irish government, which has seen the luring of U.S. multinationals with low taxes as a key part of its economic policy since the 1960s, said its system was transparent and other countries were responsible if the tax rate paid by Apple was too low.

"They are issues that arise from the taxation systems in other jurisdictions, and that is an issue that has to be addressed first of all in those jurisdictions," deputy prime minister Eamon Gilmore told national broadcaster RTE on Tuesday.

In a 40-page memorandum released ahead of an appearance by Apple Chief Executive Tim Cook before Congress on Tuesday, a Senate subcommittee identified three subsidiaries that have no tax residency either in Ireland, where they are incorporated, or in the United States, where those companies are managed.

The main subsidiary, a holding company that includes Apple's retail stores throughout Europe, has not paid any corporate income tax in the last five years, the report said.

Apple's arrangement has allowed it to pay just 1.9 percent tax on its $37 billion in overseas profits in 2012, despite the fact that the average tax rate in the countries of the Organisation for Economic Co-operation and Development (OECD), its main markets, was 24 percent in 2012.

The report said "Ireland has essentially functioned as a tax haven for Apple".

Gilmore said Ireland was pursuing the issue of international tax avoidance "very strongly" at the European Union and the OECD, which is spearheading initiatives.

The issue will be discussed at a meeting of European Union officials on Tuesday, he said.

The Senate report said a subsidiary with a mailing address in Cork, Ireland's second-largest city, received $29.9 billion in dividends from lower-tiered offshore affiliates from 2009 to 2012, comprising 30 percent of Apple's global net profits.

It said it exploited a difference between Irish and U.S. tax residency rules.

"NO SPECIAL RATES"

Apple said in a comment posted online on Monday it did not use "tax gimmicks". It said the existence of its subsidiary Apple Operations International in Ireland did not reduce Apple's U.S. tax liability, and the company would pay more than $7 billion in U.S. taxes in fiscal 2013.

Apple shares were down 0.7 percent in early trading, underperforming the Nasdaq index.

A number of U.S. multinationals including web search leader Google, online retailer Amazon.com and coffee chain Starbucks have come under criticism for arranging their affairs in a way that leaves them liable to low rates of tax on billions of dollars of overseas sales.

Apple's auditor, Ernst & Young, which also audits Google and Amazon.com, declined immediate comment.

According to the congressional report, Apple's Tax Operations Head Phillip Bullock told the subcommittee that the company had obtained a special low tax rate through negotiations with the Irish government below the already low standard rate of 12.5 percent. Apple said this had been 2 percent or less for the last 10 years.

Ireland's European Affairs minister Lucinda Creighton denied any special rate agreement.

"There is no such deal. There is no deal for any company to pay 2 percent corporate tax in Ireland - that is erroneous," said Creighton, a barrister by profession.

A spokesman for Ireland's finance department said Ireland's tax system was statute based, so there was "no possibility of individual special tax rate deals for companies".

A spokeswoman for the Office of the Revenue Commissioners said she could not comment on individual cases as that would breach taxpayer confidentiality, but she also denied that the tax authority agreed special low tax rates with multinationals.

"All companies in Ireland pay the standard 12.5 percent rate on their trading profits arising in Ireland, and they pay a corporation tax rate of 25 percent on their Irish non-trading income," she said.

Unemployed Cork local Tom Falvey, 55, who got 10 weeks' work attaching cladding to the exterior of Apple's three-storey headquarters in the early 1990s, said Ireland's jobless would pay the price for any rise in taxes.

"The companies will just say 'take a jump' and move somewhere else more obliging. Our unemployment is high enough as it is," he said, as he walked his dog past the sprawling complex 5 kilometers (3 miles) from the city center.

A dozen or so casually dressed Apple workers, most in their 20s and 30s, who were smoking cigarettes outside the 1990s office building, said they could not talk to the press.

Alongside, builders are working on a sleek new glass and concrete extension. Michael Ambrose, a 58-year-old former construction worker walking by, said the government was powerless to get more tax out of Apple.

"We're a small country and feel we can't say no. We know they'll just go off to one of these Asian countries ... They're a law unto themselves."

FISCAL ATTRACTION

Apple said last year it would add 500 more people to its Cork workforce of 2,800.

Ireland's pro-business tax structures have attracted U.S. multinationals including Google, Microsoft and Facebook, big employers who have helped offset an unemployment rate stuck above 14 percent, but its low corporate tax rate of 12.5 percent has drawn criticism elsewhere in Europe.

The government regularly touts its success in attracting international investment as one of its main achievements, and multinationals, which account for almost 10 percent of Ireland's workforce, have taken the sting out of austerity measures prescribed under an EU/IMF bailout by creating jobs.

U.S. firms invested $30 billion in Ireland last year, more than in China and the rest of emerging Asia combined, according to the American Chamber of Commerce.

In the 1960s Ireland turned around its economy by attracting foreign businesses with tax holidays. After joining what later became the European Union, it was no longer able to do this and instead shifted to a system of low tax rates - currently 12.5 percent - and a light touch approach to tax administration that allows companies to reduce their effective rate much lower.

A raft of mainly U.S. companies have taken advantage of Ireland's tax regime to minimize their tax bills.

Microsoft's Irish base, along with another operation in low-tax Singapore, helped the company pay tax of just 9.4 percent on $21 billion of non-U.S. earnings last year. Google channels most of its overseas profits through Ireland, a practice that allowed it to pay tax at a rate of just 2.6 percent on $6 billion of foreign profits in 2012.

Patrick Coveney, the chief executive of Greencore, one of Ireland largest companies, told RTE radio that it was politicians across the world who were responsible for these tax treaties and tax structures.

"I find it frankly a little frustrating that it is them who are piling in and criticizing international traded businesses who are merely availing of the tax environment that they have put in place," said Coveney, a former president of the Dublin Chamber of Commerce.

Small Is Beautiful: Now's The Time For Growth-Oriented Investors To ...

I like -- no, love -- large multi-national dividend-paying stocks.? If you read my musings, you will notice it?s a theme I return to over and over again.?
?
But these large-caps can be sleepy sometimes.? For instance, Johnson & Johnson (NYSE:JNJ), which has been on a tear lately, basically went nowhere from 2005 to 2012.? Except for growing its dividend from $1.32 to $2.40 over that time period, the stock was very frustrating to own.?
?
And sometimes when a stock is going nowhere, the notion of owning smaller, faster-growing companies that are dominating niches and plowing earnings back into the company as the share price rises takes on a certain appeal.? I applaud this notion, within reason, especially when it?s supported by facts.?
?
I believe such facts are now on hand to support a more aggressive allocation to small-cap stocks. Specifically, while the Russell 2000 Small-Cap Value Index (NYSEARCA:IWN) has posted similar returns to the S&P 500 (INDEXSP:.INX), the valuations are quite different. Whereas revenues for constituents of the S&P have grown by just under 5% over the past 12 months, revenues for the companies within the Russell 2000 Value are up 9.7% year-over-year. ?More importantly the growth in net margins for small caps are 11.2% versus 9.6% for the S&P 500.?

In my view, this comparison, though apples to apples, nonetheless masks an even greater mispricing of small-caps. That is, large-cap P/E ratios may be distorted because earnings are being grown at what I see as unsustainable margin improvements.? By focusing instead on Net Assets to Equity Ratio, which is truer than a traditional metric such as Return on Equity, a different picture begins to emerge as the former takes into account pension liabilities.?

Small-cap stocks have the reputation of being riskier, young companies whose stock is more volatile than the broader market.? This reputation is warranted.? Certainly no one talks about JNJ ?blowing up.?? This is one reason why stock-picking among small-caps, rather than broad-sector bets can deliver alpha.?

With this in mind, here are some of my favorite names, which are included in my firm's small-cap separate accounts strategy: Cheesecake Factory (NASDAQ:CAKE), Lancaster Colony Corp (NASDAQ:LANC), Owens & Minor (NYSE:OMI) and Wolverine World Wide (NYSE:WWW). Portfolios focusing on low-volatility, high-quality small-cap stocks may be able to reduce overall portfolio volatility and achieve better returns. Growth-oriented investors should start rotating into small-caps, as they could come back into favor soon.
